
The FEI Manual for Jumping Stewards recently updated their specifications for proper riding boot attire. Boots have always been required to have a heel, but there has been some debate as to what constitutes enough heel for a riding boot.
In the March 2019 update, the FEI included a picture to show how much of a heel is acceptable in modern riding boots:
